Rizal Experimental Station and Pilot School of Cottage Industries (RESPSCI) was established by virtue of Republic Act 4571 which was approved on June 19, 1965. It started its formal operation on November 18,1974, under the supervision of the then Ministry of Education, Culture and Sports- National Capital Region (MECS-NCR).
Under a joint Memorandum Circular dated March 27, 1997 by Technical Education and Skills Development Authority (TESDA) and the DECS, the 118 affected Technical - Vocational schools including RESPSCI were transferred from DECS to TESDA.
However, on March 19, 1998, DECS- TESDA Joint Memorandum Circular No.1, s. 1998 implemented the transfer of 163 schools and appropriation, including RESPSCI, from TESDA to DECS. Since then, RESPSCI is one among the 6 special Schools in Metro Manila with distinct classification as Secondary Technical-Vocational School, under direct supervision of DepEd- NCR Director.
DepEd Unnumbered Memorandum dated September 2, 2003 directs all Regional Directors to strictly comply with the provisions of RA 9155 vesting supervisory powers over all public and private elementary and secondary schools located in their areas of jurisdiction on Schools Division Superintendents. RESPSCI now is under the supervision of the DepEd-NCR-Division of Pasig City.
Since the transfer of RESPSCI from TESDA to DepEd, it was the first school to enjoy fiscal autonomy; hence, it receives its budgetary allocation directly from Department of Budget and Management (DBM) through its regional office.
At present, RESPSCI as the only Public Technical Vocational High School in the Schools Division Office of Pasig City is headed by its fourth principal since it was established.
The school is aligned by the Department of Education’s Mission, Vision and Core Values with its unique school tagline “Aangat ang Buhay sa Tech – Voc High”.

LOCATION
RESPSCI is situated in Jenny’s Ave., Brgy. Maybunga, Pasig City. Barangay Maybunga is situated at the midsection of the eastern part of Pasig, about 16 kilometers from downtown Manila. Foursquare kilometers in size, Maybunga shares boundaries with Barangay Caniogan in the south, Barangay Rosario in the north, and Barangay Ugong in the west.
DEMOGRAPHIC INFORMATION
The school is comprised of complete teaching and non – teaching personnel starting from the School Principal, Assistant Principal for Senior High School, 7 Head Teachers from different learning areas, 10 Master Teachers, 100 teachers I – III both in Junior and Senior High School, Administrative Officer, Disbursing and Accounting staffs and utilities.
Teachers were hired based on the needs of the school per learning areas especially in Technical Vocational Education (TVE) Program. Every teacher is encourage to be a TESDA National Certificate holder in different technical and specialized skills.
S. Y. 2020 – 2021 set a record of 2, 281 enrolled learners despite the new normal setting in the education landscape. RESPSCI has a unique subject offering especially in TVE Subjects which requires a comprehensive career guidance program for the learners to land on the skills course subjects fitted to their interest. A reason why RESPSCI Grade 10 Completers and Grade 12 graduates are employment – ready here and abroad because of the balance and quality education both in academic and technical vocational education subjects.
CURRICULUM
Prior to the beginning of the K-12 Enhanced Basic Education Program, it offered three different programs such as the Regular High School, Balik Paaralan Program, and Post-Secondary Courses. The regular high school program embodies the stereotyped high school students from Grade 7 to Grade 10, who come to school on a regular basis. The Balik Paaralan Program, like Alternative Learning System (ALS) and open high school, caters students who have special needs, life threats, and over-aged.
RESPSCI piloted the Senior High School during the school year 2012-2013 adopting the research and development approach and implementing school-based curriculum. Specialization offered was based on market /industry demand, teacher’s capacity and available tools and equipment. Teaching materials were developed in accordance with TESDA regulation and DepEd mandate, CBC under STVEP was used as guide in the development of the curriculum. Linkages and partnership with industries and business sector was utilized in crafting the curriculum for the implementation of the program.
