MASBATE SCHOOL OF FISHERIES-PLP

I.School Background

    On October 24, 1964, by virtue of Republic Act No. 3395 sponsored by the former Assemblyman Emilio R. Espinosa, Jr. of the lone district of Masbate, Masbate School of Fisheries was created as the only fishery school in the Province of Masbate. The school was governed by the Department of Education, Culture, and Sports (DECS) thru Regional Office. 

    Then, MSF was given a permit as a secondary vocational school which offered post-secondary Fishery Education. In 2000, it was divided into two institutions- the Technical Department to TESDA and the Secondary Department to DepEd. In 2005, MSF was issued a government permit and established as Public General Secondary School. 

    At present, Masbate School of Fisheries is composed of 78 teaching personnel and 11 non-teaching personnel headed by Dr. Efepania A. Bantillo, the Secondary School Principal. It has a school ID of 302147 and occupies 6 hectares land area at Barangay Cayabon, Milagros, Masbate.

    We dream of Filipinos who passionately love their country and whose values and competencies enable them to realize their full potential and contribute meaningfully to building the nation. As a learner-centered public institution, The Department of Education continuously improves itself to better serve its stakeholders.


MISSION

   To protect and promote the right of every Filipino to quality, equitable, culture-based, and complete basic Education where students learn in a child-friendly, gender-sensitive, safe and motivating environment. Teachers facilitate learning and constantly nurture every learner. Administrators and staff, as stewards of the institution, ensure an enabling and supportive environment for effective learning to happen. Family, community and other stakeholders are effectively engaged and share responsibility for developing life-long learners.


II.School Demographic Information

Number of Learners

    In the current school year, it has acquired 1, 892 enrollees. Significantly, the Grade 7 and 8 have the highest number of enrolled learners among the six grade levels. Some contributing factors considered to have affected the increase of school enrolment include the offering of Science and Technology and Engineering Program and Special Program for the Arts in JHS, and Accountancy and Business Management as additional program in SHS, aside from Biology and Humanities and Social Sciences in General Academic Strand and Tailoring, Bread and Pastry Production, Beauty Care, Agri-Crop Production, and Shielded Metal Arc Welding NCII in Technical-Vocational and Livelihood Strand.

Number of Teaching and Non-Teaching Personnel

MSF has a total of 78 teaching personnel and 11 non-teaching personnel for S.Y. 2020-2021. The teaching personnel is composed of 56 Junior High School teachers and 22 Senior High School teachers. Among them, four are borrowed from other schools.

    In Junior High School (JHS), almost 30% of the teachers or 16 out of 54 are T.V.E. majors; while 29% of the teachers or 7 out of 24 specialized T.V.L. in the Senior High School.

    In relation to teachers’ highest educational attainment, 45 MSF teachers have pursued further schooling. Particularly, 32 teachers have earned units in Master’s Degree; 5 teachers have Master’s Degree, and; 8 teachers have earned units in Doctorate Degree (see Table 3).

    Aside from the educational qualifications, MSF teachers especially those in the TVE/ TVL specialization complied and even exceeded the qualification standards in teaching the subject/course. Table 4 presents the number of teachers in JHS and SHS who succeeded in taking competency assessment and certification.

Number of Learners Who are NCII Holders 

    To evaluate the mastery of knowledge, skills, and competencies of learners in their field of specialization, competency assessment and certification is recommended annually to Grade 10 and Grade 12 learners. However, the onset of the Covid-19 pandemic caused the termination of classes and hindered the conduct of the activity during the last academic year.

School Facilities and Equipment 

    School facilities and equipment are significant variables that predict student learning. Based on studies, these are capable to create profound impact on both teachers and students outcomes. Thus, the school maximized the utilization of its available resources and maintained partnerships with public and private sectors to provide teachers and learners with adequate, appropriate and quality facilities and equipment.

Public-Private Partnership Activities

    Having recognized the vital roles of the stakeholders as school partners in structuring, developing and sustaining conducive and relevant teaching and learning that facilitate the attainment of productive, inclusive and quality learning outcomes, the school sustained interactive partnership as evidenced in the following activities conducted regularly: a) work immersion of G12 TVL learners in partner industries related to their vocational course; b) advocacy campaigns of BFP, BFAR, and PENRO c) Brigada Eskwela supported by parents, barangay officials, Local Government Unit, NGOs and other stakeholders; d) livelihood trainings, and; e) community outreach program. 


III.Curriculum

   Masbate School of Fisheries as a Technical-Vocational school is mandated to implement the “Special Program for Technical Vocational Education”(SPTVE) using the Competency-Based Curriculum(CBC). Following the CBC under the SPTVE , the Grade 7 level offering is expository focusing on the basic principles and practices in Arts and Trades, Agriculture and Fishery. The offering of the specialization starts in Grade 8 and is based on the interest of the students, needs of the community and the capability of the school. The teaching strategies are flexible to accommodate activities like practicum in the work environment that involve partnership with local industries for students’ exposure. Grade 12 students are encouraged to undergo Supervised Industry Exposure of On-Job Training (OJT) or Work Immersion depending on the availability of industries in the locality. The Competency-Based Curriculum likewise provides opportunities for students to acquire a National Certificate and/or Certificate of Competency.

    Along with the Curriculum offerings, the requirements of the different TechVoc areas of specialization are still followed with regard to time allocation, content, resources/materials, methodology ,  and assessment . As specified in DepEd Order No.31, s. 2012, the core learning areas include English, Math, Science, Filipino, MAPEH, Araling Panlipunan, and Edukasyon sa Pagpapahalaga. The mandatory subjects such as Technical Drawing in Grade 7 and 8, Internet Computing Fundamentals (ICF) in Grade 7, 8 and 9 and Entrepreneurship in Grade 9 and 10, are offered as separate subjects under the SPTVE.

Grade 7, 8 & 9 STE have additional specialized subjects; such as, Practical Research, Enhanced Mathematics, and Enhanced Science. On the other hand, Grade 7 & 8 SPA have major subjects: Visual Arts, Creative Writing, Dance Arts, Theater Arts, Media Arts, Music Arts, and Instruments.


IV.Recognition and Community

    The school received a commendation for SBM Best Practices Presenter recently. It was awarded as Best Implementer of SHIELD II in the division last September 2020. It also bagged the 2nd Best Implementer of Brigada Eskwela  in the Division Level last school year 2018-2019.

For students’ category, MSF Boy scouts received first place in the Hiphop Dance Category, Division Level, during the Provicial BSP Jamboree. During the Division YES Camp, MSF contestants received awards such as first place in On-the-Spot Transformation and second place in Environmental crafting.

In sports, U15- Futsal boys won silver during the 2019 Provincial Meet.
